Europe is covered through institutions whose memberships differ and are routinely conflated. The European Union is a political and economic union whose members pool authority in defined areas, with its own parliament, executive commission and court. The single currency is used by many but not all members. The passport-free travel area includes some non-members and excludes some members. A separate human rights convention and court cover a considerably wider group of countries. The Atlantic military alliance overlaps with all of these without matching any. Knowing which body a decision comes from tells you who is bound by it.

How EU decisions actually get made

The process explains why European policy moves slowly and then suddenly. The commission proposes legislation, the directly elected parliament and the council of member state governments must both agree, and in sensitive areas including foreign policy and taxation unanimity is required, which gives any single member a veto. Directives set objectives that each country then writes into national law, so implementation varies, while regulations apply directly and uniformly. Enforcement runs through the commission and the court, and a member state can be taken to court by the institution it belongs to.

The recurring arguments

A few disputes recur regardless of which governments are in office. How much authority should sit at the union level rather than with member states. How a shared currency operates without shared taxation and spending, which is the question underlying every debate about fiscal rules. How members share responsibility for migration and asylum. How much of defense to organize nationally, through the union, or through the Atlantic alliance. And how the union responds when a member's domestic changes are judged to breach the standards membership requires.

Europe is more than the union

Coverage weighted toward the largest western economies misses much of the continent. Central and eastern members joined later and bring different histories and priorities, particularly on security and energy. Several countries sit outside the union entirely, by choice or because accession is a long process with conditions attached, and candidate status can persist for many years. The Balkans, the Nordic and Baltic states, and the countries between the union and Russia each have their own dynamics that are poorly served by treating the continent as one bloc with a single view.
